In 2011, the City of Ostend presented the Oosteroever project. It involved the revitalization of the area around the Hendrik Baelskaai and the nearby Fort Napoleon. The skyline would be reshaped with several residential towers, providing around 1,200 apartments. A year later, the project began, and by now everyone is familiar with the balcony pools of Baelskaai 12.
To complete the concept, the reconstruction of the quay paving itself also had to be realized. Top-Mix, part of the Verhelst Group, was responsible for supplying all foundation products as well as the road concrete. The order accounted for 955 m³ of exposed aggregate concrete for the roadway and 1127 m³ of semi-polished black concrete for the quay promenade.
